UN Secretary-General Invokes Article 99
Which Role Is The United Nations Getting Ready To Play?
On 12/6/23, the Secretary-General of the United Nations Security Council invoked Article 99 of the UN charter, urging the Council to take immediate action on the war in Gaza by declaring a humanitarian ceasefire.
Article 99 is unique in that it is the only apparatus or tool given solely to the Secretary-General in the UN Charter. By invoking Article 99, Antonio Guterres was able to call for a “special” meeting of the Security Council to issue a warning about time sensitive threats to international peace and security.
Facing a severe risk of collapse of the humanitarian system in Gaza, I urge the Council to help avert a humanitarian catastrophe & appeal for a humanitarian ceasefire to be declared.
Article 99 allows the Secretary-General to “bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security”.
The security council report website included this post on these proceedings.

So what were the results of the emergency meeting on 12/8/23? 13 countries voted for the immediate ceasefire, the United States voted against it, and the UK abstained.
US blocks UN Security Council demand for humanitarian ceasefire in Gaza (12/8/23)
Now why would the US be voting against an “immediate ceasefire” in Gaza, while the UK abstains? Does this course of action make any sense to you? Our rules of engagement at The Fruited Plain are that when it doesn’t make sense, we do our best to dig a little deeper.
Per the Department of Defense Law of War Manual, the UN Security Council plays a specific role in certain treaties.
Which of these three (3) roles above do you think the UN Security Council will be playing in Gaza? Are we talking about biological weapons, chemical weapons, or the international court of justice? Or perhaps all three (3) if you are a betting man?
It would appear that a global humanitarian crisis, the likes we have never seen before, is being unveiled in Gaza. Even the US MSM has been reporting on the extensive underground tunnel systems in and around the Gaza area.
The international court of justice (18.12.5.3) role of the UN Security Council is quite interesting when you pause and reflect for a minute.
How long has an International Criminal Court investigation been going on in Palestine? Would you be surprised to learn that an investigation has been going on for at least 10 years (since 2014) and possibly longer?
The Prosecutor of the International Criminal Court (ICC), Fatou Bensouda, on 20 December 2019 announced an investigation into war crimes allegedly committed in Palestine by Israeli personnel or members of Hamas and other Palestinian armed groups since 13 June 2014. The allegations include the establishing of illegal West Bank settlements and violations of the law of war by personnel of the Israeli Defence Forces during the 2014 Gaza War, including claims of targeting Red Cross installations. Members of armed Palestinian organizations, including Hamas, were accused of deliberately attacking Israeli civilians and using Palestinians as human shields. Israel is not a member of the ICC and disputes its jurisdiction on the basis that Palestine is not a sovereign state capable of being a party to the Rome Statute, and Israeli Prime Minister Benjamin Netanyahu repeatedly condemned the allegations and investigation. According to ICC chief prosecutor Karim Ahmad Khan, suspected war crimes by Israelis on Palestinian territory and by Palestinians on Israeli territory during the 2023 Israel–Hamas war are within the jurisdiction of the Palestine investigation.
The “law of war” is quoted in this short quotation.
The law of war is the component of international law that regulates the conditions for initiating war (jus ad bellum) and the conduct of hostilities (jus in bello). Laws of war define sovereignty and nationhood, states and territories, occupation, and other critical terms of law.
Wow! So there appears to be an ongoing international investigation dating back to at least 2014 that “We The People” of the United States are now just learning about? It looks like we have a lot of catching up to do as I don’t recall the US MSM informing us on this.
Let’s review the recent actions taken by other countries on the “war” in Gaza.
In the recent article that we shared on BRICS Bloc of Nations Expanding in 2024, we informed our subscribers that Turkey filed a lawsuit in the International Criminal Court (ICC) accusing Benjamin Netanyahu of committing genocide in Gaza.
And it looks as if at least five, possibly eight, other countries have made similar claims.
Five nations seek war crimes investigation in Palestinian territories (11/17/23)
Prosecutor Karim Kahn said the referral had come from South Africa, Bangladesh, Bolivia, Comoros and Djibouti.
The ICC already has an ongoing investigation into “the situation in the State of Palestine” for alleged war crimes committed since June 13, 2014.
Colombia joins Algeria in filing legal complaint against Israel in International Criminal Court (11/15/23)
It is also good to note that Algeria, Bangladesh, Bolivia, Comoros, PALESTINE, Syria, and Turkey are all on the growing list of countries interested in joining BRICS in 2024.
Ask yourself a simple question - are we witnessing clean-up efforts involving a global humanitarian crisis (in both Ukraine and Israel), the size and magnitude of which we have never seen in the history of the world? Or are we watching one “war” (Ukraine) that is apparently not worth reporting on anymore and another “war” (Israel/Gaza) that requires a call for an “immediate ceasefire?”
These questions are easily answered with this question.
Have you ever read about past wars in which opposing sides take time-outs or media coverage just up and stops?
Let’s start facing reality. We are talking about crimes against humanity on a global scale. And it would appear to us that some sort of “Zionist regime” is responsible for a good portion of the crimes committed.
Start researching how many of the top US government officials are dual citizens of both the US and the State of Israel as that should help you begin to understand things a little more. Here is Biden’s cabinet to get you started.
Per the International Criminal Court investigation, the State of Israel is apparently not a member of the ICC so under whose jurisdiction does the State of Israel operate under when it comes to international laws and treaties?
Israel is not a member of the ICC and disputes its jurisdiction on the basis that Palestine is not a sovereign state capable of being a party to the Rome Statute, and Israeli Prime Minister Benjamin Netanyahu repeatedly condemned the allegations and investigation.
The Rome Statute established four core international crimes: genocide, crimes against humanity, war crimes, and the crime of aggression. Those crimes "shall not be subject to any statute of limitations".
Is Israel considered a “state,” a “country," a “city-state,” or something else? And if the Balfour Declaration of 1917 were to be deemed null and void, where would that leave the State of Israel?
War does not always involve one country vs another country. War can simply be waged on humanity by groups, organizations, and yes, corporations. And “states” and “city-states” are NOT countries so they often declare themselves “exempt” from international laws and treaties.
We will conclude today with a simple encouragement to read this article to understand more about the big 3 city-states.
If you want to begin to understand anything that is happening right now, you must first understand the difference between a country and a city-state/corporation.
Then reflect for a minute and think about how long the US Capitol in Washington DC has looked like a fortified federal city. Does it seem odd to you that the barricades and barbed wire fencing were installed backwards, as if to protect from people leaving the grounds vs “We The People” entering the grounds?
