JFK's EO 10973 Gave Birth To USAID
Administration of Foreign Assistance and Related Functions
The United States Agency for International Development (USAID) has been in the news almost every day for the past month. Elon Musk and the DOGE auditing team, along with the White House press secretary, Karoline Leavitt and many others, have been shining an extremely bright light on the dirty laundry list of fraud and misappropriated funds. Despite the USAID agency website going dark, one can still access the USAID historical archives via this link. You are wise to take special note of the dates appearing in the historical archives website address, but we will leave that detail alone for now.
This flurry of auditing activity and extraordinarily transparent disclosure to the public was allegedly prompted by the executive order issued by Donald J. Trump on 1/20/25 entitled “Reevaluation And Realigning United States Foreign Aid.” The US State Department, working in concert with DOGE, is implementing this executive order.
It does make total sense that the USAID has been placed under the Secretary of State’s purview, but we will explain why a little later.
Fox News aired an interview on Friday, 2/7/25 with Joe Rogan, where he quite accurately described the USAID story that is unfolding when he said this.
It is not just (government) waste. It is deeper than that. It is corruption.
Yes, we are talking about massive, far-reaching criminal activity.
It is hard to imagine this, but the USAID budget represents a very small percentage of the federal government’s budget. For example, the U.S. Agency for International Development (USAID) had a budget of over $40 billion in fiscal year 2023. This was less than 1% of the federal budget. In other words, the USAID mass corruption story that has been unfolding over the past month is just the tip of the iceberg.
Why in the world would USAID need 700,000 subscriptions to Disney+? If these were paid subscriptions to Disney, USAID was basically a “major donor” to The Walt Disney Company. 700,000 subscriptions at $10-$15/month is $7,000,000 - $10,500,000 of monthly revenues for Disney. That’s not just big business. It’s an entire business in and of itself.
And does it anger you ever so slightly to know that your tax dollars supported Black Lives Matter through the Tides Foundation, which led to the burning down of cities across our great nation? You paid for this %*^%^ with your tax dollars.
And how much angrier do you get when you learn that your tax dollars funded COVID-19 and bioweapons research, including dangerous and controversial gain-of function research, at labs located across the globe?
To refresh, it has been reported by other sources, including the National Institutes of Health, that a moratorium had been placed on gain-of-function research in the United States in October 2014. Why exactly did the NIH lift the funding pause on gain-of-function research on 12/19/17? It appears that the USAID was one of the agencies that was used to continue this dangerous gain-of-function research offshore.
And it gets worse. Several sources are suggesting that USAID funding went to support Hamas and the underground tunnels in Gaza.
In addition, it looks like USAID funding was used for the 2019 impeachment proceedings of Donald J. Trump. This story, put forth by Charlie McCarthy and Michael Shellenberger and NEWSMAX on 2/6/25, was shared by Donald J. Trump on Truth Social on 2/17/25.

Did you know that USAID was created in 1961 by John F. Kennedy when he issued Executive Order 10973?
When USAID was formed, the mission of the agency read like this.
The United States Agency for International Development (USAID) was established in 1961 with the goal of countering Soviet influence and promoting economic development in other countries. President Kennedy recognized the need to unite development into a single agency responsible for administering aid to foreign countries to promote social and economic development.
In June of 1962, JFK was pictured on the White House lawn with directors and deputy directors of USAID.
As of 12/30/24, the mission of USAID appears to have changed dramatically since its inception in 1961. Per the archives link, the mission statement now reads like this.
We partner to end extreme poverty and promote resilient, democratic societies while advancing our security and prosperity.
Who exactly is we?
In just 62 years, the USAID agency turned into a massive slush fund of corruption, where all the money was being used to bolster a select group of elites and their globalist ideology. The US Deep State cronies were “utilizing” or “misusing” USAID to advance THEIR security and prosperity at the expense of “We The People.”
It is not just (government) waste. It is deeper than that. It is corruption.
With the “blitzkrieg” of executive orders that have been signed by Donald J. Trump in these first 30 days, most Americans are aware that executive orders can be reversed.
Executive orders can be kept “operational” or reversed entirely. They can also be amended.
JFK’s EO 10973 from 1961 was amended by Lyndon B. Johnson’s EO 11261 on 12/11/1965. The notes found in the fine print on this American Presidency Project link indicate that this particular executive order issued by LBJ was NOT made public in the form of a White House press release. Why the lack of transparency?

And why exactly was Sec. 304 of EO 10973 needing to be edited, so to speak?
JFK’s EO 10973, Sec. 304 read like this.
SEC. 304. United States Information Agency. The United States Information Agency shall perform all public information functions abroad with respect to the foreign assistance, aid, and development programs of the United States Government.
Why did LBJ see a need to add this verbiage to EO 10973, SEC. 304?
(b) There are hereby delegated to the Director of the United States Information Agency the functions conferred upon the President by sections 221 and 222 of the Act to the extent that those functions relate to informational media guaranties authorized by section 1011 of the United States Information and Educational Exchange Act of 1948 (68 Stat. 862), as amended.
Informational media guaranties? Doesn’t it almost sound as if the US Government, under LBJ, was seeking to “control the narrative” about USAID?
When Trump issued his executive order on USAID, it is good to note that he did not indicate that JFK’s EO 10973 or LBJ’s EO 11261 were being reversed. He simply placed the agency under the Secretary of State. Why the Secretary of State?
Well, the oversight responsibility appears to be returning to the exact place place from which it started. JFK’s EO 10973 placed USAID under the Secretary of State back in 1961. These actions were all part of the Foreign Assistance Act of 1961.
In addition to USAID being placed under the Secretary of State’s purview per Trump’s executive order, it is timely to also note that legislation has been introduced that would abolish, or end, USAID.
Rep. Roy, Greene introduce legislation to permanently abolish USAID (2/7/25)
Reps. Chip Roy (TX-21) and Marjorie Taylor Greene (GA-14) introduced legislation on Friday to permanently abolish the United States Agency for International Development (USAID) — thereby ending decades of wasteful and corrupt federal spending.
A bill to do the very same thing was introduced by Matt Gaetz in 2023.
This course of action would suggest to all of us that USAID is one of many federal government entities that is unsalvageable, or too dirty to clean up. The corruption runs so deep that it simply must be closed down. Abolished means to “put an end to.” An act of Congress, combined with the reversal of JFK’s EO 10973, would “put a complete end to” USAID.
However, one has to pause and at least wonder for a brief moment. Are the Trump EO and the pending act of Congress to abolish USAID both just formalities? Why exactly does the USAID “archives” link show dates from 2012-2017? Was the USAID shut down, at least partially, during Trump’s first term?
It has been reported by several sources that the USAID signs have already been removed from the federal building located at 1300 Pennsylvania Avenue.
It has also been reported by several sources that the staffing of USAID will be cut from 14,000 employees to under 300.
USAID would certainly appear to be an agency that is approaching “system shutdown.”
So what do you think? Did JFK know exactly what he was doing when he created USAID? Was he setting a trap, so to speak, for the “Deep State,” knowing full well that they would find a way to use, or abuse, this foreign agency for their evil plans/corruption? Or is JFK responsible for creating this “mess?” What about LBJ? Why the need to tweak SEC. 304 of JFK’s EO 10973?
Fast forward to today. It sure seems that the words of JFK, delivered 7 days prior to his assassination, are ringing out loud and true.
And shockingly, JFK’s desire to splinter the CIA into a thousand pieces and scattering it into the winds is happening now in real time.
And oh, by the way, the JFK assassination files are scheduled to be released in full in just a few weeks now. Some of the existing files, many of which have been redacted heavily, have been kept under lock and key for 60+ years as a “matter of national security.” Of course, it was announced recently by the FBI that 2,000+ “new” JFK assassination files have suddenly just been discovered.
The drop dead date for the Office of the Director of National Intelligence (ODNI) to release all of the JFK assassination files (old and new) is Sunday, 3/9/25.
It is almost as if JFK’s ship has finally come ashore, so to speak.
